Many old industrial cities in the U.S. and European countries are greatly suffering from substantial decline in the demographic, social, and economic levels, considered “shrinking cities” (Pallagst et al., 2009). Shrinking cities has been severely polluted, economically distressed, dispersed at an urban or suburban fringe, even though they are implementing growth-centered strategies to manage their shrinkage. In this sense, many cities in Korea, especially small- and medium-sized cities, tend to show such trends from international perspectives of shrinking cities stated above.
However, there has been little theoretical and empirical framework to investigate shrinking cities in Korea. As well, there have been no clear policy visions for making shrinking cities in Korea more livable in a pollution-declining era, even if shrinking cities are still implementing government-led growth strategies. A deeper investigation will be required to provide policy insights as well as practical strategies to revitalizing shrinking cities in Korea.
This study briefly examines trends in shrinking cities at the international level and their surviving strategies over time, and hypothesizes the reasons for urban shrinkage through the international experiences of shrinking cities in the U.S. and Germany. This study also investigates a structural change of socio-economic and land-use patterns of small- and medium-sized shrinking cities in Korea for the time period between 1980 and 2005, while shedding light on policy implications for shrinking cities in Korea, especially policy responses to local communities and a paradigm shift from growth-centered strategies to alternative revitalization strategies towards more sustainable cities.
